Rent dodgers, on the other hand, are genuine fraudsters who have no intention of paying rent from the outset. The term "rent dodger" (or "rental fraudster") generally refers to people who move from one rental apartment to the next with the intention of not paying rent, thus planning a genuine rental fraud.
