Owners need support with the Energy Saving Ordinance
Less than 6 percent of homeowners and apartment owners have very good or good knowledge of the Energy Saving Ordinance (EnEV) and are aware of their obligations regarding the energy performance certificate. This is the result of a survey conducted by the IVD (German Real Estate Association) among more than 1,000 real estate agents and property managers.
Nearly a quarter of the members surveyed see problems in the implementation of the requirements, with 95 percent attributing this to the legally overly complicated design of the Energy Saving Ordinance (EnEV).
Often, owners do not provide an energy performance certificate due to the significant time and expense involved , or only do so with disproportionate delay. In only half of the cases where a property is being marketed is the required energy performance certificate already available. In more than ten percent of cases, the owner even refuses to have the energy performance certificate drawn up.
