Between 2.3 and 2.7 million apartments could be built in Germany without creating any new building land. The only requirement is that existing urban development potential be used intelligently and consistently. This is the conclusion of the "Germany Study 2019" by the Technical University of Darmstadt and the Pestel Institute (Hanover). The study examined buildings and underutilized spaces (brownfield sites, poorly designed buildings, misused areas, etc.).
Between 1.1 and 1.5 million of the 2.3 to 2.7 million apartments needed could be created simply by adding stories to the roofs of existing residential buildings. Adding stories to office buildings could create another 560,000 apartments. Converting vacant office buildings could generate an additional 350,000 apartments. Supermarket rooftops offer space for another 400,000 apartments. And adding stories to parking garages in city centers could create 20,000 apartments.
